You don't compress the grounds when using a stove top unit. You can lightly tap with a plastic tamper, mostly to level the grounds, but don't compress hard.

What PD said. The stovetop espresso/moka pots need to allow water to rise up through the grounds. I thought you'd gotten an automatic countertop espresso maker--my bad ;)
